Apparently, Joe and Anthony Russo outright refused the offer to return to Marvel and direct Robert Downey Jr. in Avengers: Doomsday. Joe revealed that it was Marvel CEO Kevin Feige's plan to reintroduce the former Iron Man actor to the cinematic universe as the villainous Doctor Doom:

Robert Downey Jr.'s role in Avengers: Doomsday, directed by the Russo Brothers, is the highlight of Marvel's sixth phase as the Iron Man actor, who died as the hero, returns to the MCU as one of its biggest antagonists, Doctor Doom.

As per the younger Russo, while Victor Von Doom was portrayed in the 2005 film by actor Julian McMahon and Downey went on to debut as Tony Stark in 2008, Feige held on to the idea of casting Downey as Doom.
