Sky Decker, a captain who lives about a mile from the crash site, quickly headed toward the scene after learning police did not have boats immediately available. Decker, his 11-year-old son Sky Junior, and a neighbor by the name of Owen set out in Owen's boat to reach the area, as reported by KHOU 11.
