The U.S. Department of Homeland Security identified the two people shot Thursday by Border Patrol in Portland during a traffic stop. The driver of the vehicle was Luis David Nico Moncada, DHS said in a post on the social media site X. He is from Venezuela and a “suspected Tren de Aragua gang member,” the agency said.
